Any business that provides private security guards or security services in India needs a licence under the Private Security Agencies (Regulation) Act, 2005, commonly called PSARA. The licence is granted by the Controlling Authority of each state where you want to operate, so an agency working in several states needs a licence in each. The process includes police verification of the promoters and arrangements for training security guards.
Vibence helps you prepare a complete application. Qualified professionals from the Vibence partner network check your eligibility, help structure your business entity, assemble the required documents and affidavits, and file the application with the state Controlling Authority. We guide you through police verification and the training arrangements so you know what the authority expects. The final decision rests with the Controlling Authority.

PSARA Licence for Private Security Agencies: FAQs
Who needs a PSARA licence?
Any person or business that provides private security services, such as supplying security guards to offices, housing societies, factories, events or homes, needs a licence under the Private Security Agencies (Regulation) Act, 2005. Operating a private security agency without a licence is an offence. The licence is issued by the Controlling Authority of each state where the agency operates.
Do I need a separate PSARA licence for each state?
Yes. PSARA licences are granted state by state, by the Controlling Authority appointed in each state. If you want to provide security services in more than one state, you need a licence from each of those states. Some states also set fees based on the number of districts you cover. Our partner professionals can plan applications across the states you want to enter.
What is police verification in the PSARA process?
As part of the licence application, the Controlling Authority arranges verification of the promoters, such as directors or partners, through the police. This checks their antecedents and background. The application generally cannot be approved until verification is complete. The time it takes varies between states and police jurisdictions.
Is training of security guards required under PSARA?
Yes. The law and the related rules require private security agencies to ensure that their guards receive prescribed training. Applicants usually need to show an arrangement with a recognised training institute as part of the application. The specific training requirements and recognised institutes can vary by state. Our partner professionals help you understand what your state requires.
How long is a PSARA licence valid?
A PSARA licence is granted for a fixed period, typically five years, after which it must be renewed with the state Controlling Authority. During the validity period, the agency must continue to meet conditions such as guard training, verification of employees and record keeping. Renewal should be applied for before the licence expires to avoid a break in operations.
