The Real Estate (Regulation and Development) Act 2016 created a regulator in each state to bring transparency to property development. Promoters must register projects that meet the Act's thresholds before advertising or selling units. Real estate agents must also register before dealing in registered projects. Each state has its own rules, portal, fees and forms, so the exact requirements depend on where the project is located.
RERA also gives homebuyers a forum to complain about delayed possession, refunds, defects or misleading promises. Vibence connects promoters, agents and homebuyers with independent advocates and professionals from our partner network who handle RERA filings and complaints. Vibence is not a law firm and does not give legal opinions itself. Decisions rest with the RERA authority, and no outcome is guaranteed.

RERA Registration and Complaints: FAQs
Is Vibence a law firm?
No. Vibence is not a law firm and does not give legal opinions itself. Legal services listed on this page are provided by independent advocates in the Vibence partner network. Vibence helps you find a suitable advocate, coordinates documents and keeps you updated. Advice and representation come from the advocate. No outcome in any legal matter is guaranteed.
Which real estate projects need RERA registration?
Under the RERA Act, a project generally needs registration if the land proposed to be developed exceeds 500 square metres or the number of apartments exceeds eight, including all phases. States can set lower thresholds. Certain projects, such as those that received a completion certificate before the Act applied, may be exempt. The rules of the relevant state should always be checked.
Do real estate agents need to register under RERA?
Yes. Real estate agents who facilitate the sale or purchase of units in registered projects must register with the RERA authority of the state where they operate. Registration is valid for a fixed period and must be renewed. The registration number should be quoted in dealings with buyers. Requirements and fees vary from state to state.
What complaints can a homebuyer file under RERA?
A homebuyer can complain about delayed possession, failure to deliver what was promised, structural defects, changes to approved plans without consent or refusal to refund money as required. The complaint is filed with the RERA authority of the state where the project is located. Orders of the authority can be appealed to the state's Real Estate Appellate Tribunal.
Are RERA rules the same in every state?
No. The RERA Act is a central law, but each state notifies its own rules, forms, fees and portal. Some states have additional requirements or different thresholds. This means the documents, timelines and costs for registration or complaints depend on where the project is located. Your professional will follow the rules of the relevant state.
